CA DMV Temporary Disabled Parking Placard

This was sent to me by MK.  A CA DMV form/application for the issuance of a temporary disabled person parking placard for up to 6 months with the attestation from your MD.  It works, so why not apply and get better parking in those months where the expectant mom is waddling.

What are you paying Tax on?

We went to a Babies R Us store to purchase some items with at a 25% off discount.  When we reviewed our receipt later, we noticed that we were taxed on the full price of the items, not the sales price.  When we contacted the store manager, we were told that this was their practice and that only "clearance items" were taxed at the discounted price.  Sounds fishy to me, so I contacted the Sate of California Board or Equalization and this was their response to my web inquiry:

Hello Dave,

Cash discounts offered by the retailer are not taxable. Tax applies to
the selling price of the item less the amount of the discount.

If the coupon/rebate you are being offered was a manufacturer's or third
party coupon/rebate, then you will be charged tax on the full selling
price. A manufacturer's coupon/rebate does not reduce the selling price
of the item. The tax is computed on the retail price of the item, before
applying the rebate.

Publication 113, COUPONS AND SALES TAX, can be downloaded by clicking on
the link below.

This answer is intended to provide general information regarding the
application of the tax and will not serve as a basis for relief of
liability under Revenue and Taxation Code section 6596.

Thank you for contacting the Board of Equalization's Taxpayer
Information Section.

If you have any further questions, please contact us between the hours
of 8:00 a.m. and 5:00 p.m., Pacific Time, Monday through Friday,

Comments: I was wondering what the law was in regard to tax on sale
items at a retail store. Is the product taxed at the full retail price
or the sale price? Also, is there an online reference for this?

Thank you.

FOLLOW UP:

So as a follow up to this. I guess TECHNICALLY speaking, it was a Trade-In Event, so if you follow this link (http://www.boe.ca.gov/sutax/faqpurch.htm) and look at #9, you do indeed get taxed on the full price. Although another argument would be that you are actually trading in for a 25% off coupon, not the actual product.
